Tom Farrell, a navy hero, is caught in a love triangle with the Secretary of Defense David Brice and the glamorous Susan Atwell. After she is accidentally killed by Brice, Farrell must keep his identity as her lover secret while bringing down a Russian spy in Washington.

After seeing that Brice is brought to justice for Attwood's death, Farrell is revealed to be a Russian spy sent to exploit Brice and Attwood's relationship in favour of the Soviets.
