During an investigation to the death of Mark Duggan, a man, identified as Witness B, has said that he was shot by a police officer while he was holding a phone and while appearing to be surrendering. The witness, who said that he saw Duggan from a flat on the 9th floor of a building, filmed the aftermath of the shooting and supplied the footage to BBC.
When asked: "Are you saying Mark Duggan was shot when he looked as if he was surrendering?" Witness B answered “Yes.” When asked if he was absolutely sure, he answered he had no doubt whatsoever.
He added: "When I saw him he was on the sidewalk and he tried to run off towards Tottenham Hale but there was a police officer there so he turned around towards Blackhorse Road."
When asked if he saw Duggan’s hands, the witness replied: "Yes. It looked like a phone clutched in his hands. And he had his hands up above his shoulders near his face. This was when he was running towards Blackhorse Road.
"There was a police officer standing in front of him… That was definitely a phone clutched in his hand."
This is where he added that he saw a police officer fired a shot while he was about five to seven steps away from Duggan.
